Sanat Özgürlüğünü İzleme Platformu’ndan Merhaba

Geçtiğimiz son birkaç yıl, tüm dünyada savaşların, yıkımların, doğal ve insan yapımı afetlerin, salgın hastalıkların küresel olarak tüm insanlığı etkilediği zor bir dönem oldu.

Böyle zamanlarda sanatın insanlar için iyileştirici, umut verici ve yeniyi kurmak için yol gösterici bir işlevi olduğu söylenir.

Ancak sanatçıların da bütün bu küresel olumsuzluklardan etkilendiğini, hatta çoğu zaman bu gelişmeler karşısında en savunmasız gruplardan biri olduğunu düşünmeyiz bile.

Tüm dünyada hayatın olağan akışını geri dönülmez şekilde değiştiren COVID-19 pandemisi, sanatçıların ne kadar güvencesiz ve örgütlenmenin ne kadar gerekli olduğunu belki de tarihte hiç olmadığı kadar net bir şekilde ortaya koydu.

Tüm bunların yanında güçlenen küresel otoriter muhafazakârlığın bir sonucu olarak sanata yönelik baskılar da her geçen gün artmaya devam etti.

Örneğin geride bıraktığımız 2022, Türkiye’de sanatın ve sanatçıların özgürlüğü açısından adeta bir sınav yılı olarak geçti.

Gündem sanatçılara, konserlere, festivallere yönelik her gün yeni yasak, kısıtlama, sansür haberleriyle doldu. Özellikle kadın sanatçıların hedef haline getirilmesi, müzikten sinemaya pek çok alanda yasakların üst üste gelmesi çoğunlukla bu konuya duyarlı bağımsız habercilerin çabalarıyla kamuoyunun tepkisini toplarken bir yandan da popüler sanatçılar da dâhil pek çok kişinin yasakları protesto eden ürünler ortaya koymasına yol açtı.

Ancak bu çabalar, yaşanan baskı ve engellemelerin ne boyutta olduğunu anlayabilmek için sistematik bir takip olmaksızın tek başına yeterli görünmüyor.

Biz, Sanat Özgürlüğünü İzleme Platformu (SÖZ) olarak sanatçıların yaşadıkları her türlü baskı, sansür, yasak ve hukuksuzluğu kayıt altına almak; sanatçıların maruz kaldığı baskıların, ülkenin yoğun gündemi arasında kaybolmamasını sağlamak ve en önemlisi, keyfi yasaklarla yok edilmeye çalışılan yaratıcı ifade özgürlüğünün korunması için yeni yollar aramak üzere yola çıktık.

Amacımız, Türkiye’de sanatsal ifade özgürlüğünün mevcut durumunu belgelerken müzik, edebiyat, sinema, tiyatro gibi sanatın her alanından sanatçıların yaşadıklarının panoramik bir resmini çizerek kamuoyuna bütüncül bir tablo sunmaktır.

Bunu yaparken kanun yapıcılardan sanat hukukçularına, küratörlerden sanatçılara, sanat sektörünün her alanında emek veren kişi ya da kurumlarla dirsek teması kurmayı; Türkiye’de sanatsal ifade özgürlüğünün gelişmesi için atılabilecek adımları, mevcut sorunların somut kaydı üzerinden konunun tüm muhataplarıyla tartışabilmek üzere bir alan açmayı umuyoruz.

Sanat Özgürlüğünü İzleme Platformu olarak 2023 yılı boyunca sanatsal ifade özgürlüğünü ihlal eden her durumu takip edeceğiz. Reportare.com’da düzenli olarak Türkçe ve İngilizce dillerinde yayınlayacağımız raporların yanı sıra röportajlar, bilgi paylaşımları, konuyla ilgili mevcut ve tarihsel durumla ilgili uzman görüşleri gibi içeriklerle de sanatsal ifade özgürlüğüyle ilgilenen herkesi bilgilendirmeyi ve bu ortak tartışma alanına dâhil etmeyi amaçlıyoruz.

Introducing: Platform for Monitoring Artistic Freedom

For the last couple of years, the world has been plagued with wars, destruction, natural and man-made disasters, and epidemics, causing the whole human race to have the most difficult time of their lives. In times like these, art could serve a healing purpose by giving people hope and encouraging them to build everything anew. However, we often tend to look past the fact that the global agenda affects artists deeply and that they might even be one of the most vulnerable groups in the face of worldwide distress.

The COVID-19 pandemic, which has changed the usual course of life throughout the world irreversibly, revealed more clearly than ever that artists live and work without sufficient job security and that getting organized is an undeniable must for them. Especially in countries like Turkey, where support for art and artists is limited and art is seen as a secondary and expendable domain, the difficulties experienced by artists during the pandemic are tragically manifested in artist suicides.

Besides all this, as a result of global authoritarian conservatism gradually consolidating, repression targeting art has increased by the day. For instance, the year 2022 posed a great challenge for freedom of art and artists.

The country’s agenda is pulsing with bans, restrictions and censorship against artists, concerts and festivals. Particularly the targeting of women artists and the successive bans in many areas ranging from music to cinema have led to public outcry, dominantly through the efforts of independent journalists sensitive to the issue, and also to many people, including popular artists, producing works protesting the bans.

However, these efforts do not prove sufficient in monitoring and preventing the oppression against artists in a country like Turkey, where the already busy agenda is occupied by a new development each minute.

The Platform for Monitoring Artistic Freedom (PMAF) set out to record all kinds of oppression, censorship, bans and unlawful practices experienced by artists, to ensure that the pressure artists are subjected to remains visible despite the busy agenda of the country and, most importantly, to seek new ways to protect the freedom of creative expression, which today is almost completely extinct because of arbitrary bans.

Our aim is to document the current state of freedom of artistic expression in Turkey and to present a comprehensive picture for everyone to see by relating the experiences of artists from all fields of art such as music, literature, cinema and theater. In doing so, we hope to establish close contact with people and institutions working in all areas of the artistic realm, from lawmakers to art lawyers, from curators to artists, and to establish a space where it is possible to discuss the steps towards reinforcing of freedom of artistic expression in Turkey with all relevant stakeholders, using tangible data about current issues.

As the Platform for Monitoring Artistic Freedom, we are going to monitor every violation regarding freedom of artistic expression throughout 2023.

We will publish reports regularly in Turkish and English, and we also aim to inform and include everyone who has freedom of artistic expression on their radar in this open discussion area through interviews, information sharing, and expert opinions on both the current situation and instances in history.
